Position Overview
A leading energy services organization is seeking a Senior Quality Assurance Manager – Construction to support large-scale construction activities within an active operational energy environment in Houston, TX.
This role provides on-site contractor oversight and is responsible for ensuring compliance with project specifications, safety standards, and quality requirements. The position plays a critical leadership role in maintaining construction quality, operational continuity, and regulatory compliance within complex, high-risk environments.
Key Responsibilities
Contractor Oversight
Provide on-site supervision of construction and maintenance contractors to ensure work is executed in accordance with project specifications, contractual requirements, and safety standards. Serve as the primary daily point of contact between contractors and project leadership.
Quality Assurance and Quality Control
Conduct daily QA/QC field inspections to verify alignment with approved drawings, technical specifications, and quality procedures.
Review and validate contractor submittals, certifications, licenses, and testing documentation.
Identify deficiencies, document findings, and drive corrective action to resolution.
Participate in audits and quality walkdowns to support continuous improvement initiatives.
Engage in proactive quality planning to identify risks and implement preventive controls.
Health, Safety, Security, and Environmental (HSSE) Leadership
Conduct routine site safety inspections.
Review and support Job Risk Assessments (JRAs) and contractor self-audit plans.
Promote a strong safety culture through active participation in toolbox talks and incident reviews.
Ensure compliance with safety requirements for high-risk activities.
Permit-to-Work Management
Issue and manage permits for high-risk activities including hot work, confined space entry, energy isolation/LOTO, working at heights, and lifting or rigging operations.
Confirm all safety prerequisites are satisfied prior to authorizing work.
Operational Coordination and Risk Management
Participate in SIMOPS meetings to coordinate construction activities within occupied or operational facilities.
Support demobilization planning and site handover processes.
Identify and mitigate operational and scheduling risks in active environments.
Stakeholder Communication
Report directly to the Project Manager and provide clear communication between field operations and project leadership.
Coordinate with Facilities Management teams to minimize disruption to ongoing operations.
Communicate schedule impacts, access requirements, and mitigation strategies proactively.
Position Summary
The Senior QA Technical Manager is responsible for planning and organizing testing and quality assurance activities to ensure compliance with established requirements and specifications. This role may oversee testing personnel and coordinate User Acceptance Testing (UAT) activities with business stakeholders as required.
Minimum Qualifications
Bachelor’s Degree or equivalent experience required.
Minimum 5 years of construction oversight experience.
Minimum 3–5 years of QA/QC functional experience.
Minimum 5 years of management experience.
Required Skills and Competencies
Proven ability to supervise contractors in construction environments while ensuring compliance with specifications, contractual obligations, and safety standards.
Hands-on experience performing QA/QC inspections and reviewing construction documentation.
Strong understanding of HSSE principles and enforcement of high-risk activity controls.
Experience managing Permit-to-Work systems.
Ability to coordinate SIMOPS planning and mitigate operational risks.
Familiarity with construction standards, regulatory compliance, and contractor qualification requirements.
Strong communication, leadership, and problem-solving capabilities.
